SpaccaTo quantify the ideal number of accessible vehicles available to people with disabilities (PwD) [1] , it is essential, first of all, to collect a series of data. The presentation of these data, already started previously [2] , now continues .
The criteria for measuring the B2B Lead number of PwD in Brazil have changed in recent years. According to available data, in 2010, there were 45.6 million people — 23.9% of the Brazilian population — who declared having at least one type of disability, be it visual, auditory, motor or mental/intellectual. In order to improve such indicators, IBGE launched the National and International Panorama of the Production of Social Indicators, with the history of the definition and classification of PwD, as well as international recommendations from the UN and WHO. The revised data, with a new cutoff margin, led to the conclusion that 6.7% of the population is made up of PwD, a number much lower than the 23.9% previously disclosed.
The new rates (6.7%), based on an updated methodology, are close to the data obtained in the first National Health Survey (2013), which estimated 6.2% of PwD in Brazil. The change in criteria and the consequent impact on all PwD contributes, decisively, to the elaboration and implementation of more effective and realistic public policies. Despite the improvement of criteria, the available data are still not sufficient to determine the type and degree of disability and the socioeconomic conditions of these people.
In recent years, automakers have increased investment in the production of automobiles for PwD . The sale of tax-exempt vehicles grew 41% in 2018, compared to 2017 ( O Estado de S. Paulo , 5/23/2019). According to the president of Abridef, in 2018, 264.3 thousand vehicles in this category were sold, compared to 187.5 thousand in the previous year. For comparison, in 2012, 42 thousand units were registered. Between 2012 and 2018, there was a jump of 6.29 times. In absolute numbers, it went from 42 thousand to 264.3 thousand units.
The influence on revenue derived from the sale of tax-exempt vehicles has been increasing, due to the growth in these sales: almost 340%, from 2013 to 2018 ( CBN , 7/2019). In 2013, 62 thousand tax-free cars were sold. In 2018, the number rose to 210 thousand, according to data from the Federal Revenue. Data from Fenabrave indicate that 2,166,790 vehicles were registered in 2018. Of this total, 12% were produced for PwD (264.3 thousand).
According to Federal Law 8,989/95, people with physical, visual, severe or profound mental illness, or autistic individuals, even if they are under 18, can benefit from tax exemption for purchasing cars. People in these conditions are entitled to exemption from IPI and ICMS. In some types of financing, exemption from IOF and IPVA may also be granted. Exemptions reduce the final price of vehicles by around 25%. When purchasing a car, drivers with paraplegia, quadriplegia, missing limbs or congenital deformities receive discounts on IPI, IOF, ICMS and IPVA, while non-drivers only have a discount on IPI. In the capital of São Paulo, special drivers are exempt from vehicle rotation.
